Abstract
The change of technology and demanding competition has led the telecommunication business community to denote the vigour of human resource. Now, the organizations are probing the best skilled human resource to employ and retain for the sustainable development and competitive advantage for their organization. This encourages management to provide a good HR climate to develop employee´s core competencies and it enables to focus the importance of roles, job descriptions which employees plays and engages in their organizations. This study evaluates the supportive climate of management and HRD systems prevailing in one of the leading public sector BSNL. This study also intends to recognize the employees´ insight towards HRD climate and how BSNL is positioning itself in OCTAPACE culture relevant to demographic variables. The data were collected from 508 employees of 26 SSA CSC circles in Trichy district through structured Human Resource Development Climate questionnaire developed by researchers [13]. The present study measured the general climate and OCTAPACE culture in BSNL. Irrespective of the employee´s different age group, experience and qualification, the employees view on general supportive climate is quite general. However the findings of the present study precised that there is still ample scope for development in other dimensions of HRD climate as well as OCTAPACE culture which needs to be given more attention by the top management of the public telecom companies with respect to reward and appreciation and customers with care and affection and need to be competitive at par with more importantly by providing feedback for treating private entries.
