The author describes the Alliance Agreement, establishing the Alliance Independent Transmission System Operator, Inc., Alliance Transmission Company, Inc., and Alliance Transmission Company, LLC (“Alliance Agreement”) which is the umbrella agreement signed by the five Alliance Companies.
