Abstract
Summary form only given. The author describes the Alliance Agreement, establishing the Alliance Independent Transmission System Operator, Inc., Alliance Transmission Company, Inc., and Alliance Transmission Company, LLC (“Alliance Agreement”) which is the umbrella agreement signed by the five Alliance Companies. It reflects the parties´ commitment to establish a Regional Transmission Organization (“RTO”) following the receipt of required governmental approvals. The RTO will be either an independent, for-profit transmission company, referred to as the Alliance Transmission Company, LCC (“Alliance transco”) which will be owned in part by a newly-created public company (“Alliance publico”), or an independent system operator, referred to as the Alliance Independent Transmission System Operator, Inc. (the “Alliance ISO”)
