Abstract
Surabaya City won the Best Champion Indonesia Digital Society Award (IDSA) 2014 for the category of city government. It means that Surabaya became the most digital city in Indonesia. This achievement is in line with the government´s total spending for affairs of information and communication that continues to increase from year to year. The perceived benefits of the information technology (IT) usage is believed to have evocative the government to give greater attention to IT usage in providing services to their citizen. Therefore, to confirm the IT value for the public sector, in this case the city government, a case study performed for the Government of Surabaya City, the most digital city in Indonesia. By adopting the perspective of public value management, IT resources analyzed in terms of its ability to improve government´s capability that lead to public value model. The result shows that IT resources have contributions in creating public value by enhancing the governments´ capability.
