After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Administrative regulation of western countries had been changed over a hundred years, and it had experienced three periods. From traditional regulation to release regulation to re-regulation, theories and contents of regulation had been changed obviously in different periods. This paper organizes courses, contents and theories of regulation reform of western countries., then draws conclusions about regulation reform for China.
