In post financial crisis era, it is an important measure to accelerate transformation of Shanxi resource-based economy for regional coordinated development. And it is also a fundamental way to develop low carbon economy leading to transforming and leaping for Shanxi scientific development. As the core of the modern economy, finance plays an irreplaceable and active role in guiding and supporting the transformation of economic development mode. Consequently, it is the primary task for Shanxi to develop carbon finance vigorously aiming to the transformation of economy. This paper firstly analyzes the current situation of carbon finance in Shanxi and points out some current problems. Then the paper proposes some countermeasures in the background of transformation and development benefiting the restructure of China carbon finance system and the achievement of energy conservation and emission reduction goals in the 12th Five Year Plan of Shanxi.
