Abstract
Almost existence literature about the inefficiency in traffic assignment assumes user is entirely selfishness. In this paper, assumed the users are not entirely selfishness, they are partially altruistic. The user´s perceived cost assumed to be a linear combination of selfish component and altruistic component. A variational inequality model is present to formulate the uniformly altruistic route choice behavior in transportation network with fixed demand. The inefficiency caused by this kind of behavior is analytically derived and takes the polynomial link travel cost function as an example.
