Abstract :
A conflict situation in a multi-agent system is often considered to be one in which the negotiation set is empty, i.e. when the goals of the individual agents are incompatible. In a complex system, it may be practically impossible to determine whether a conflict actually prevails. Moreover, even if the multi-agent system can be proven consistent, it may be difficult to determine whether or not it is reasonable for the agents to actually reach their goals. Sometimes, the agents could be forced to abandon possible paths leading to individually desirable goals because risk constraints are imposed on the analysis. We consider coalitions in which members may veto the remitted goals of fellow members, because of the presence of such constraints
