Abstract
The paper gives an overview over the main definitions off a proposed draft new ITU-R recommendation on out-of-band emission limits including measurement procedures. One essential point is that most of the out-of-band emission limits are defined as limits of the mean power, which can be measured using an RMS detector. The rationale for using an RMS detector is discussed. Many of the available spectrum analyzers are still offering the log-average detector only, which causes a deviation of the measurement results from the mean power. Numerical methods of signal processing which result in accurate RMS detection for reproducible measurement results are described together with a number of examples
