Abstract :
This paper describes a novel multiuser macro-diversity system to be used within a group of base stations to increase User Equipment (UEs) that will be allocated to resource blocks (RBs) in emergency and disaster events. The goal of this study is to determine a solution that provides the best service possible during emergency events and avoids degradation of the system due to a sudden increase in mobile subscribers in a specific area. By switching off unused base station groups (BSGs) during an emergency and delivering all RBs to the active BSGs that support the UEs in the system, the allocation success rate will increase. There are two considered BSGs in the simulation scenarios: (i) two BSs members in one group and (ii) three BSs members in one group. The simulation results show that two BSG members outperform three BSG members in a localised UE distribution, where the UEs that are allocated to the RBs are higher than the three-member BSGs by 7–12 % under the same conditions when dynamic RB allocation is used.
