Abstract :
In this study, a system where the mobile device based on Android OS positioned as a streaming server that connects to the server computer via a 3G cellular network is constructed. DVB content on Android device will be captured and transmitted to a computer server by live streaming. On the computer server, the content will be processed to the basic standard of DVB -T before being distributed to the DVB-T network. From the research that has been done, it has successfully implemented a system and an application with a GUI that can prepare the content of DVB from IP network quickly and easily. The time required for processing the raw video into DVB-T standard is less than 10 seconds. Additionally the research also obtain the maximum bitrates of MPEG-TS encapsulation that provides the best quality of DVB-T broadcast, i.e. 2 Mb/s for SDTV resolution and 3.5 Mb/s for HDTV resolutions.
