Abstract
Evaluating power system reserve capacity is an important procedure to analyze the middle and long electric power balance. This paper proposes a method, which considers load forecast error and wind power forecast error, to calculate reserve capacity in the timescale of month. Outage replacement rate(ORR) is used in this method to replace the traditional FOR. Commitment risk is applied in this method to provide a probabilistic criterion. Case study shows the correctness of this method.
