Abstract :
Many people have got injured or lost their lives by sudden occurrences of serious disasters such as fires and terrorism. The fires spread from hour to hour. People may lose ways and have fatal damages. If people take a way, they meet with a terrorist, people are taken as hostages or killed. In these disasters, it is important to detect them and got information about them as quickly as possible. To cope with this problem, we have been developing ERESS (Emergency Rescue Evacuation Support System). This system is based on Mobile Ad-hoc NET works (MANETs). Mobile terminals with this system exchange the information that associate with mobility sensors among them. ERESS is updated continually via real time processing. Even when they detect a disaster, people search an appropriate evacuation route in real time. We are developing important portion of ERESS say Pre-ERESS, for automatic disaster detection in real time. The objective of this paper is to develop a new effective algorithm which detects people´s exact extraordinary condition using Skin Potential Level (SPL). It will also be able to detect disasters from disaster experiments.
