Abstract :
In order to provide the decision support for the work of disaster prevention and reduce the loss of life and property damage, we should scientifically assess the disaster risk that the urban storm surges brought to the city. By establishing the assessment index system and adopting the method of pattern recognition based on fuzzy clustering, the paper researched the method of disaster risk assessment for the urban storm surges. The case study showed that this method could reasonably synthesize multifarious factors affected in the disaster, and eventually scientific result of disaster risk assessment was given. It had an important effect on drafting prevention plans of urban storm surges and implementing plans of disaster relief on disasters occurring.
