Abstract
The article describes a Constant Quality (CQ) Variable Bit-Rate (VBR) control algorithm for multiple layer coding. The goal of VBR mode encoding is saving bits during low complexity scenes to reuse them in higher complexity scenes if necessary, in order to maintain a constantly high visual quality within the bit-rate limits, during the whole encoding process. The proposed single-pass, real time VBR control technique is suitable for temporal, spatial and quality scalability options of the Scalable Video Coding standard. The article supports the effectiveness of the proposed algorithm with many experimental results for both single and multiple layer coding.
