Abstract :
The service elements and signalling scheme proposed in this paper allow efficient end-system access to the policy based networking environment for provisioning of QoS controlled IP bearers. These service elements integrated in an IP bearer API provides a generic network service for support of call control and other higher layer protocols. Some of the required supporting protocol elements are proposed as extensions to existing IETF protocols, e.g. RSVP and SIP. The analysis of interaction with call control shows that call control can either be run transparently over the IP QoS bearer or as an integrated session service based on SIP
