Abstract :
A joint CIGRE/CIRED Working Group C4.103 has completed a revision of IEC Technical Report 61000-3-7 dealing with flicker in electric power systems. IEEE Standard 1453 has, in effect, adopted IEC Standard 61000-4-15 regarding flicker measurement but has not addressed the application concepts of the short-term flicker severity index Pst. The revised IEC Technical Report includes modifications of the application considerations including the coordination of flicker emissions from multiple customers across multiple voltage levels. This panel session paper is a synopsis of the coordination procedures included in the revised Technical Report 61000-3-7.
