Abstract :
Modern warfare relies more and more on the use of radar sensors in a complex electronic environment, which includes deliberate sophisticated countermeasures. The effectiveness of the sensor and its associated tactics, in an operational context, is difficult to define and even more difficult to measure or predict. The author examines the problems of radar effectiveness. The author defines what is meant by `radar effectiveness´, examines the problems associated with its evaluation, suggests some specific examples of measures of effectiveness (MOEs) related to radars, and finally shows how a computer simulation model, such as the Electronic Combat Modelling and Evaluation System (ECMES), can be used to assist in the evaluation process of these MOEs
