Abstract :
The main focus is to present the possible consequences of ICT liberalization. Since the market is usually regulated after the liberalization, different regulating decisions and their positive and negative consequences are studied. A methodology for measuring market structure and consequently the need to regulate is also presented. This methodology is then used to compare the market structure of several European countries. The purpose is to provide general guidelines that should be followed by a regulator in order to maximize ICT benefits for the whole society.
