User extendable software tool for source encoding of video sequences in education of DVB system principles

Actually today life in the field of TV systems service is connected with changing present analog one to new digital. It is, of course no simply and no short process. In many countries of the world from economy point is discussed question which video-codec implement in DVB system, MPEG-2 or MPEG-4 AVC not only for expected HD multiplexed transport stream. In this dependence is partly important where and which weight place in education of source encoding of video sequences within education of DVB system principles, too. The proposed paper deals therefore with user extendable software tool for source encoding of video sequences in standard codec MPEG-2/Video (ITU-T Rec. H.262) developed for education at our department.
