Abstract :
European Qualification Framework (EQF) defines learning outcomes as statements of what a learner knows, understands and is able to do on completion of a learning process, which are defined in terms of knowledge, skills and competence. This paper discusses different problems related to learning outcome or competence-based technology enhanced learning in higher education, e.g. specification and description of learning outcomes, design and description of a learning process, preparation and searching for the most useful units of learning according to related learning outcome, and assessment of obtained skills and competences. The paper also presents the solutions to those problems in terms of schemes and prototypes, and lists the relevant standards in this area. Presented work is a result of the ICOPER (Interoperable Content for Performance in a Competency-driven Society; http://www.icoper.org) project from the eContentplus programme.
