Constrained one-bit transform based motion estimation with early skip mode

In this work, a new early skip mode based method is proposed to reduce computational load of the constrained one-bit transform based motion estimation approach. The early skip mode decision is given using a few operations in the proposed approach. Experimental results show that the computational complexity can be reduced by up to 30% with insignificant motion estimation accuracy performance fall.
