Abstract :
The paper deals with regulatory implications, objectives and challenges related to the implementation and development of next generation networks. The separation of service and transport stratums, transition to IP networks and introduction of standardised application programme interfaces, as the three major features of the next generation networks, are elaborated from the regulatory point of view. The model of shifted stratums is used to define different groups of market players and roles, as well as changes of the existing and creation of new relevant markets next generation networks may cause. Brief overview of the activities of the Croatian regulatory authority within the Body of European Regulators for Electronic Communications is included. Case study on fibre optic access network regulatory proceeding is presented.
