Abstract
Despite the effort and copious financial resources Saudi Arabia is investing in the transition towards e-government, it is hindered by the weakness of the Information and Communication Technology (ICT) infrastructure in its government agencies. The development of a private government cloud is a solution for improving and standardizing the ICT infrastructure. To successfully implement a private government cloud in Saudi Arabia, it is necessary to identify the factors that will affect its success. Fifteen factors were identified and defined from an exploratory study. These factors are validated by applying a triangulation method. As part of this method, a questionnaire survey was conducted to confirm the importance of the proposed factors. Results from a one sample t-test support the importance of these factors.
