Abstract
The metasurface is a two dimensional array of subwave-length scatters [1]. It can be characterized by the surface impedance. Inspired by the equivalent principle, surface magnetic impedance is introduced into the metasurface to generate effective surface magnetic current under excitation [2]. It is proved that when the surface electric and magnetic impedance are passive and lossless, the transmission magnitude and phase can be tuned independently and fully [3].
