Abstract
The goal of this paper is to research theoretical approaches for spectrum pricing and to explore some practical implementation of spectrum pricing. There are several different strategies in theory that could be used by authorities in order to determine appropriate fees for spectrum. Also, there are different factors when it comes to evaluating value of spectrum. Large number of issues is relevant for designing spectrum strategy in some country, like efficient spectrum usage, public and social benefits, innovation and growth, framework conditions, licensing regimes, etc. So, in this paper we are writing about economic issues (some of them easily measurable and some of them hardly) which are influencing determination of spectrum pricing and comprehending issues which are relevant for spectrum pricing in Republic of Croatia.
