  • Abstract
    Coverage is one of the main factors for providing the adequate quality of service (QoS) in mobile networks. However, the criteria for mobile coverage obligations differ from one country to another, which lead to the necessity to investigate and assess the current criteria in order to reach the best practice and/or the common understanding. For that reason, European Communications Committee (ECC) issued a report which summarizes the mobile coverage obligations criteria in European countries and provides an overview of their enforcement across Europe. The report discusses different approaches, however, it does not provide any specific conclusions since mobile coverage definitions and obligations are a national matter. This paper provides a deeper insight and further assessment of the mobile coverage obligations criteria based on the data provided in ECC report, but also based on the measurements conducted in an urban scenario in Croatia.
