Relations of Interest and Interaction Between Rural Development Project Applicants and Approvers

Given established project applicants´ conditions and established project requirements of development agencies, whether a development project will be approved depends on the approvers. And whether approvers approve the project in accordance with the established criteria is subject to: (1) whether the applicants pay kickbacks, (2) the development agencies´ management systems, including the reward and punishment system, and (3) the degree of importance of the development project.
