Abstract :
in the event of a disaster, it is essential to understandthe status of the members in an organization. Thebest method to ensure gathering of information for performingsafety confirmation differs according to the scale of the occurringdisaster and the time and thus, assessment of safety confirmationimplementation is difficult at the present time. Besides that, it isdifficult to predict the best method of delivery that could ensureexchange of messages during when a disaster occurs. Deliveringa message to a recipient using a delivery method could failwhile other methods could be capable of delivering the message.Therefore, a system that combines various existing deliverymethods to provide a higher chance of delivering messages torecipients is proposed. Besides that, the proposed system isdesigned to consider addition of new delivery methods so thatit would be easier to embed the new methods to the proposedsystem and thus ensuring a successful delivery of messages.
