Abstract
Many serial-based SCADA systems in operation today were deployed decades ago with availability and personnel safety as the primary concerns, rather than security. KEPCO Distribution Automation System (DAS) is the distribution SCADA system. To apply security technologies to DAS, we analyzed DNP security vulnerabilities and security requirements and we designed security functions in each communication layer and component. In this paper, to evaluate the secure DNP communication, we referred the IEC/IEEE standards and implemented the DNP security system.
