Abstract :
This paper aims at optimizing utilization of Frequency Modulation (FM) band following Uganda Communications Commission (UCC)´s halt on licensing of new FM radios. Using the energy detection technique, Chowning´s FM model and Carson´s rule; the paper reveals that UCC´s region 9, with 64 licensed FM radio stations, has 9.4% channel occupancy but 102 stations can be licensed. Consequently; more 1128 FM radio stations can be licensed, countrywide, improving the utilization from 33.5% to 99.5%.
