Abstract :
A fuzzy-proportional-integral (PI) rate control algorithm (RCA) for broadcasting applications of the high efficiency video coding (HEVC) standard is proposed in this paper. In this application controlled variable bit rate video bit streams are preferred to constant bit rate streams. A fuzzy-PI controller and a virtual buffer are used in our algorithm to calculate a base quantization parameter (QP) for each group of picture without using any rate-distortion model that leads to a low level of computational complexity. Fulfilled buffering constraint and high visual quality with damped unnecessary QP fluctuations must be reached at the same time. It is obvious from experimental results that these necessities are fully maintained by the proposed RCA.
