Risk evaluation of value assessment in IPR pledge financing based on interval value TOPSIS method

Development of SME is limited by financing difficulties. Intellectual property Right (IPR) pledge financing, the novel financing mode, can ease financing difficulty of SME to some extent, therefore development of SMEs can be effectively supported. However, since there are difficulties in intellectual property right value assessment, risk control and other aspects. Evaluation of IPR pledge financing risk has great significance in the context. In the paper, risk indicators of IPR pledge financing in the aspect of value assessment are established. TOPSIS multi-attribute decision making method based on interval number is selected for evaluating risks for candidate IPR pledge financing project. The method can be applied for improving subjective problem of qualitative indicators assignment in multi-criteria decision-making. Feasibility and effectiveness of the method are proved by the example.
