Comprehensive evaluation and research of the rural logistics capability in Hebei province

The article based on the fuzzy matter-element method to build index system, which including rural economic environment, logistics capability and logistics potential, the three elements and its subordinate 16 indicators, then make a comprehensive evaluation of logistics capability of rural areas in Hebei province according to the time dimension. And with the actual data from 2006 to 2013 in Hebei province as the foundation, this paper has carried on the quantitative analysis. Results show that the rural logistics competition environment has obviously improved, logistics capability is rising rapidly, and logistics potential is bigger in Hebei province. The article thinks through reasonably playing an important role of government in the construction of rural logistics, strengthening the construction of talent team, improving the agricultural products´ commodization rate, and constructing the modern agricultural product market system to improve rural logistics capability in Hebei province.
