Abstract :
By researching the Evolutionary Game in every corresponding relationship between Government Official and the Private in Chinese ancient transport industry, an evolution analysis of transport public sectors expanding trap has been constructed. Lack of independent third-party restrict, stimulated by revenue growth, the government officials constantly expanded transport public sectors, increased investment and management intensity. These actions decreased the normal operating income of the Private. Extensive social cost was transferred to underclass organizations and people, gradually intensified social contradictions and formed negative incentives and disintegration force to the existing system. Developing countries with imperfect “Independent judicature” and third-party restrict still need to pay high attention to the seriousness of such rules.
