Abstract :
The current management system of the most public universities, have not allowed the achievement of the strategic objectives set in the Strategic Development Plan. The lack of articulation of its strategy to activities developed by functional areas, required to reformulate a system that allows the execution and assessment of the results in the University´s mission. The implementation of Hoshin Kanri model would allow articulated the strategy with the objectives at a lower hierarchical level through a cascade deployment process, so that actions merge with the strategy and the results will consolidate a high-impact University focused on research to solve the society´s problems.
