This electronic document implicated the Garbage Can Model to understand systematic approach of decision support. Therefore, we found a possibility of "decision making by flight and oversight" and incorrect setting occurs for "the opportunities for choice constraints to constraint conditions" as "Hermeneutic circle process based on information and decision-making" and "the opportunities for choice constraints to constraint conditions" are excited in organization".
