Abstract :
License plate location plays a key role in the license plate recognition system. In this study, we proposed a method to reduce the interference caused by the external environment. Based on multi-resolution fractal feature, the candidate area of license plate location can be effectively extracted from the captured image. Finally, an algorithm of license plate location is proposed to locate the license plate. From the experimental results, the license plate location is 100% of and non-plate rejection is 98.4% for the images captured under diverse weather conditions.
