Abstract
Understanding the dynamic of covert organization is the first step to intervene in the crime activities and to develop strategies. Covert organization/network shows dynamical structure as the members adaptively change the relations to fulfil the demand of the organizational goal. The same structure can generate diverse dynamic under different operational process, and it is important to find out how the individuals cooperate and its influence on the dynamic of organization. This paper studies the dynamic of covert organization with the multilayer networks model. The dynamic of organization during the operational process is analyzed from both intra-layer and inter-layer aspects. With a case study, we show how the covert network works as an organization and the dynamic produced by the operational process and individual interactions. More specifically, the dynamic of communication, structure and elements transformation are investigated. The potential strategies are also discussed based on the analysis results.
