Abstract :
Considering the supporting roles of the evaluated projects and the expert evidence documents in experts recommended for project evaluation, an expert recommendation approach combining project correlation and professional ability is proposed. Firstly, similarities between the new project and the evaluated projects are obtained by calculating similarities of project name, project domain, project subject and project keywords respectively. Therefore, we get projects correlation between the new project and the evaluated projects. According to the projects correlation, we get the correlation between the new project and the experts who have participated in these projects evaluate. Then, experts professional ability value are obtained using information of basic qualifications, academic achievements, participat-ed projects and honors of experts what can be extracted from the experts´ evidence documents. Finally, with the two factors of project correlation and professional ability, the expert recommended value is obtained, and the experts with the top recommend value are recommended for the new project evaluation. The experimental results show that the F-value is 78 percent, and our approach has effectively performed.
