Abstract :
In this paper we discuss the educational reform in Russia arrived at a new level of reformation in order to increase its competitiveness. The changes in this sphere affect the whole education system: from preparing by school to training employee of high degree qualification that leads to serious reformations at the educational services and labor markets. The results of fulfilled analysis of educational services market in the Russian Federation show the strong growth demand for higher education during 20 years for the last 20 years in contrast to the demand for secondary professional education. Increasing of the students´ quantity at the Universities accompanied by small variations of the students in the secondary professional schools. The useful increase of the students´ number the Universities accompanied by decrease of quality of the given educational services. Therefore begins of 2001 the state tightened control over the quality of the given educational services. That led to optimization of the number of the education foundation as one of the main direction of Russian budgetary policy and to decreasing of the students´ number.
