Abstract :
This paper proposes a fuzzy rate controller at the group of picture (GOP) level of the high efficiency video coding standard for variable bitrate applications. A fuzzy controller and a virtual buffer are used in our algorithm to calculate quantization parameter with minimized unnecessary fluctuation over the GOPs while the buffering constraint is obeyed as well as visual quality unnecessary fluctuation is avoided. Unlike conventional rate control algorithms, no rate-distortion model is used directly in the proposed algorithm that results in a significant reduction in computational power. Experimental results show that not only the rate and buffering constraints are fully maintained but also the quality of compressed video is well preserved.
