  • Abstract
    We consider the problem of finding the neutral type system that has the given spectrum and, in some sense, allmost all eigenvectors. The construction of such neutral system corresponding to a given spectral family enables vector moment problems to be considered. Exact controllability criteria of the system obtained gives the solution of the vector moment problem.
