Summary form only given. The need for higher levels of technology and new business development has risen greatly along with the increase in global industrial competition. The methodology of decision-making in business development is very important for long-term corporate success. This paper describes the key elements, those are the basis of the methodology of decision-making in high-tech business development, and how they form a comprehensive and consistent platform for the dynamic growth. The first key element is strategic technology management. Technology management approach is a business strategy. The successful businesses shall be the businesses discovering the technology integrated with the management strategy of the business and that this can be achieved with works directed to catching new technologies that are the fundamental resource of the competition advantage. The second key element is ethnography. The aim of using ethnography in business development is to identify new applications that deliver true end-user value and developing a deep understanding of the real lives of end users. This work provides a social and behavioral grounding for technology innovations
