Abstract :
A framework on industrial competitiveness reflecting the competition plus cooperation among industries, academia and government in a Japanese context was proposed based on Kyosei philosophy. It offers an alternative perspective to examine the nature of competitiveness and recommend policy orientations toward virtuous competition. An indicator system was provided to monitor the changes with major determinants
