Abstract
National R&D projects (NRDPs) play one of the most important roles in Japanese R&D. However, Japanese NRDP evaluation systems are not effective, mostly because they lack three components: strategy, system and study. The goal of this research is to establish an effective NRDP evaluation system in Japan. To overcome the problems in the Japanese evaluation system described above, it is important to analyze interaction between the strategy, system, and study components. The authors focus on analyzing NRDPs from a lifecycle perspective. This analysis will lead to establishing a consistent evaluation system through a project lifecycle
