In this presentation, the authors try to: (1) describe briefly the mobile communications market and terminal manufacturing industry of Korea; (2) analyze the argument of each stakeholder involved in the 3G licensing in terms of technical preference and its underlying reasons; (3) investigate policy changes of the Korean government over time in response to the pressures from the major stakeholders; and (4) finally derive some lessons for future improvement as well as for other countries in a similar situation
