Abstract :
Summary form only given. In 2000, the Japanese government completed the National Strategy of Industrial Technology. This Strategy had thirty-nine technology specific studies including electric power technology. This paper outlined this electric power technology strategy and showed the conceptual scheme of the global-best mixture in the electric power technology. This concept focused on three elements of market, energy security and environment. We proposed the synthetic strategy, technological strategy seeking to balance public benefits against market problems. We proposed a concept of technology strategy from two viewpoints: (1) to ensure security, technological developments for the various energy resources, effectively using diverse power supplies such as coal and various natural gases, and (2) to respond to global environmental concerns. This strategy has two goals: (1) while considering the synthetic strategy, technological strategy seeks to balance public benefits against market problems ,and (2) to achieve an electric power industry based on healthy competition, as mentioned above. It is also divided into three terms; short term (within several years), middle term (until 2010) and long term (beyond 2010), by the established time of the technology
