Abstract :
Quality is understood by everybody and have the feeling of it, but, it is too difficult in implementing in a system. In Software Engineering, Quality Assurance is a valuable discipline and many standards are also available for it, but, using those standards for creating confidence in the customers´ mind is not easy. The e-Governance applications in which software has an important role has the problem of quality assurance to make it successful. In general, quality assurance in software development is felt like an extra voluminous and highly documentary activity to the software development team and of no use to the customer. Therefore, in this paper, a Quality Assurance model is developed and experimented with the Land Records System "Bhulekh" of Odisha. This project is highly sensitive and a citizen centric e-Governance application. In this paper, the model shows the role of different stakeholders responsible for succeeding the e-Governance application and defines this model as a "Analyst-Developer-User-Manager" model in which they do not need to do extra activities for ensuring the quality of the system. Only they have to execute the work in a well defined manner to achieve success in Indian e-Governance climate.
