Abstract
This paper discusses the elements that have come together to precipitate the present energy crisis in California, and more broadly in the West. The author explores present proposals and efforts to craft solutions to restore appropriate capacity margins, curtail market power, return to price stability and alleviate the enormous cost-burden that is still accumulating for electricity consumers in the State of California.
