Summary form only given. The author describes how the price to beat is one of the key linchpins in ensuring that robust retail competition develops in the restructured Texas electric marketplace. The price to beat is intended to both ensure that residential and small commercial customers see a rate reduction from regulated utility rates, as well as ensure that there is an adequate margin for new competitors.
